Luanda: The National Assembly of Angola is hosting a significant meeting of the Regional Parliamentary Commission for the Supervision of Model Laws (CPRFLM). This gathering is focused on evaluating the alignment of legal frameworks with the Southern African Development Community (SADC) Model Laws, specifically those addressing HIV/AIDS, early marriage involving minors, and gender-based violence.
According to Angola Press News Agency, Angolan MP Luisa Damio, in her opening remarks, emphasized the importance of this meeting as a continuation of regional efforts that began in October 2025 in the Kingdom of Lesotho. These efforts aim to bolster regional integration through legislative reforms that are inclusive in nature.
The MP, who also serves as president of the Standing Committee on Human and Social Development and Special Programs of the SADC FP, noted that this meeting provides a platform for member states to exchange experiences, best practices, and challenges encountered in the legislative harmonization process. Additionally, it serves as a chance to evaluate the implementation of SADC Model Laws across various national legal systems.
Luisa Damio highlighted Angola's progress in legislative reform, underscoring the approval of significant amendments in August 2025. These include changes to the Organic Law on General Elections, the Law on the Unofficial Electoral Register, and the Organic Law of the National Electoral Commission, all of which align with the SADC Model Law on Elections.
The MP also mentioned ongoing initiatives to update the Law on HIV/AIDS and revise the Law against Domestic Violence. These efforts are geared towards enhancing human rights protection, combating gender-based violence, and aligning national legislation with regional frameworks.
The meeting, which gathers parliament members, ministry representatives, the United Nations, and civil society, falls under the Sexual and Reproductive Health and Rights (SRHR), HIV and AIDS, Governance and Climate Action Project. It represents a pivotal step in advancing regional integration and fostering a more inclusive and democratic SADC committed to human rights and sustainable development.
Over the course of two days, participants will examine the impact of adapting national legal systems to model laws, the process of integrating these laws into Angola's legal system, and strategies for strengthening regional integration through legislative reform.
The Angolan parliament will present a study on aligning Angola's legal system with SADC Model Laws. The meeting aims to gather insights into Angola's procedures for adapting domestic legislation to these model laws and identify best practices and lessons for other member states.
It also seeks to assess the role of parliamentary leadership and specialized committees in implementing model laws, identify challenges and solutions, and evaluate the impact of legislative reforms inspired by regional legal instruments.
