Lobito: The Head of State, Joo Louren§o, is already at the Lobito Refinery, in the centre-west (coastal) Benguela Province with the aim to assess the progress of the works on this infrastructure, within the framework of a sector development project. The project is budgeted at USD 6.27 billion and production is scheduled to begin in 2027 after its completion in the same year. After operations begin, Angola expects to process 200,000 barrels of oil per day, thereby increasing revenue and boosting the economy. The Lobito Refinery is part of a government plan aimed at energy self-sufficiency and the promotion of regional development, alongside other refineries.
According to 1cy, the first phase of construction reached approximately 20% physical completion in 2025, including the assembly of tanks and basic infrastructure. However, ongoing works include foundations, earthworks, diversion of watercourses, notably the Catumbela River, and the preparation of heavy infrastructure. It is worth highlighting that over 80% of the manpower employed is Angolan, currently involving thousands of workers.
