Luanda: Revenue from concessioned social games in Angola will now fund programs in the health, youth, and sports sectors, the Minister of Finance, Vera Daves, announced on Friday at the end of the 5th Ordinary Session of the Council of Ministers. According to Angola Press News Agency, the minister explained that the approved Presidential Decree Project aims to implement the provisions of the Gaming Activity Law (Law No. 17/24). This law assigns the Head of the Executive Branch the role of defining the destination for a portion of the gross revenue from the concession reserved for social purposes. Vera Daves elaborated that the concession contract for social games, signed in 2024, already included provision for channeling 20% of the gross revenue from these activities towards social purposes. It is now the Executive's responsibility to establish criteria for resource distribution. The minister specified that 80% of the amount allocated to the State will support social initiatives, equally divided between th e health and youth and sports sectors, with each receiving 40%. The resource management mechanisms will be defined in coordination with relevant ministerial departments as part of an ongoing restructuring process of public funds in the country. Daves further informed that, post-reform, the public funds earmarked for the health and youth and sports sectors will directly receive funds from this distribution. The approved decree also stipulates that 10% of the revenue will be directed to the National Treasury, while the remaining 10% will go to the sector's regulatory entity to ensure the supervision and oversight of social games. The Minister of Finance emphasized that this measure aims to ensure that revenue generated by social games operations contributes to financing programs of public interest and strengthening the State's social policies.
