Luanda: Military personnel in reserve and retirement within the Angolan Armed Forces (FAA) may face demotion if they act against the dignity and honor of the State, as per a new bill amendment. The bill, which amends Law No. 13/18 concerning military careers, extends potential demotion to those in the Permanent Cadre, Contract Military Service, and Compulsory Military Service.
According to Angola Press News Agency, the legislation initiated by the Executive Branch aims to align military discipline with the 2010 Constitution, providing the FAA with a modern framework to maintain hierarchy and discipline. The bill, which was approved in general with 111 votes in favor, 73 against, and two abstentions, emphasizes the need for military discipline to ensure the FAA's constitutional mission is carried out effectively.
The Secretary of State for National Defense, Jos© Maria de Lima, addressed concerns from Members of Parliament regarding potential violations of acquired rights, stating that the doctrine on acquired rights is not absolute. He emphasized the importance of safeguarding the military condition and assured that the changes will not be applied retroactively, adhering to the principle of non-retroactivity of laws.
Additionally, the plenary approved a bill for the Code of Military Discipline, which aims to regulate military discipline, rewards, and punishments. This proposal was passed with 105 votes in favor, 72 against, and three abstentions and will now proceed to further discussions.
