Luanda: The Angolan Court of Auditors approved the Opinion on the General State Account for the 2024 fiscal year during an ordinary plenary session on Thursday (23). This document is set to be presented to the National Assembly in the upcoming days as part of the external oversight of public finances.
According to Angola Press News Agency, the document serves to reinforce external control over public finances, highlighting advancements, recommendations, and challenges in the budgetary management of the State. The session was presided over by Sebastio Domingos Gunza, focusing on the technical and institutional evaluation of the document, which is essential for the National Assembly's political control over the State Budget.
The Court of Auditors noted that this Opinion marks the 14th evaluation of the General State Account. It scrutinizes the State's financial activities, including revenue, expenditure, treasury, public credit, and assets, along with the Social Security Account. The assessment spanned a broad range of public entities, examining the compliance of budget execution with existing legislation, focusing on legality, technical precision, and information reliability.
Fifteen recommendations were proposed, including four new ones, aimed at enhancing the management of public economic and financial resources. The 2024 General State Account showed improvements, particularly in linking programming and budget execution tools, strengthening explanatory notes to financial statements, and providing more detailed information.
The Opinion also points out increased monitoring of previous recommendations by the Court of Auditors. Nevertheless, it identifies ongoing constraints in the audit process, chiefly the challenges in accessing state financial information systems like the Integrated State Financial Management System (SIGFE), which affects the depth of technical analysis.
The Court of Auditors clarified that the Opinion does not judge the appropriateness of expenditure decisions but assesses their legal compliance. It also plays an educational role for public managers by promoting best practices and fostering accountability.
With this approval, the Court of Auditors reiterates its commitment to transparency, legality, and good governance, contributing to strengthening institutions and consolidating the Democratic State and the Rule of Law.
