Court of Auditors Strengthens Auditing to Optimize Public Investments

Luanda: The Court of Auditors has intensified high-impact strategic audits to improve the management and optimization of public investments, the president of the institution, Sebastio Gunza, said on Wednesday, in Luanda.

According to Angola Press News Agency, Sebastio Ngunza was speaking at the opening of the Scientific Days celebrating the 30th anniversary of the Court of Auditors, set to be celebrated on the 12th of this month. He highlighted the undertaking of coordinated audits with courts of auditors from other countries, with which Angola maintains close cooperative relations. These audits aim to generate recommendations conducive to rational and efficient public spending with visible results.

The evaluations have focused on crucial topics for the country, such as public policies aimed at early childhood, solid waste management, the 'Kwenda' Social Protection Strengthening Program, and the conservation of national parks. Sebastio Gunza emphasized the institution's historical recalibration to adapt to each context, highlighting its capacity for adaptation and innovation, while remaining true to its constitutional role.

He stressed the importance of partnerships between the Angolan Court of Auditors and those of Portugal, Brazil, as well as international institutes and universities. These collaborations have contributed to the training of national staff and the digital transformation of the institution, enhancing its capacity to respond to societal needs.

The Scientific Days, running until the 10th, gather national and foreign experts from Brazil, Portugal, Mozambique, So Tom© and Pr­ncipe, Senegal, South Africa, and Morocco. Under the theme '30 Years of Financial Justice: Modernization, Integrity and Cooperation', the event provides a platform for strategic reflection and knowledge sharing among judges, academics, specialists, and higher control institutions, in an increasingly global and inter-dependent context of public finance oversight.

This event occurs at a significant moment for Angola, which has assumed, since October 2025, the Presidency of the Organization of Higher Control Institutions of the Community of Portuguese Speaking Countries (OISC-CPLP), reinforcing its role in promoting technical and institutional cooperation in the Portuguese-speaking space.

The opening of the days featured the launch of the 3rd edition of the "Fluxos da Corte" Magazine, alongside the 4th to 7th editions of the Jurisprudence Collection and the 4th edition of the Scientific Magazine. The inaugural session also addressed topics such as 'Financial Autonomy of the External Audit Bodies of Public Finances', 'Jurisdictional Control of Public Policies', 'Consensus within the Courts of Auditors', and the 'Experience of the Court of Auditors of Senegal in External Jurisdictional Control'.

The program for the following days includes discussions on 'Importance of International Cooperation for the Improvement of Audit Courts', 'Fiscal Sustainability and Intergenerational Responsibility in the Management of Public Resources', and 'Public Governance', among other topics.
