‘It is essential to draft law to regulate relations between two chambers of parliament,’ says President Saied


Tunis: President Kaïs Saïed said Saturday that in all states with a bicameral parliamentary system there are laws regulating the relationship between the two chambers.

In Tunisia, the drafting of a law regulating relations between the two chambers of parliament (the Assembly of People’s Representatives and the National Council of Regions and Districts) is “essential”, he added.

President Saïed was speaking to reporters at the Bourguiba Mausoleum on the 24th anniversary of the death of the first President of the Republic.

President Saïed underlined the possibility of drawing on comparative experiences in order to set up mechanisms capable of managing relations between the two chambers, such as the joint committee adopted by many countries with bicameral parliaments.

The aim of creating the National Council of Regions and Districts is to promote the integration of all regions and to enable marginalised regions to participate in the decision-making process.

Last Wednesday, the Board of the Independent High
Authority of Elections (ISIE) validated the final results of the elections for members of the National Council of Regions and Districts and the composition of this second chamber of Parliament. No changes have been made to the composition announced on March 28 when the provisional results of these elections were announced.

Farouk Bouasker, President of the ISIE, told journalists the process of forming the second chamber of parliament was officially complete.

Bouasker stated that the National Council of Regions and Districts (NCRD) would be invited to hold its inaugural session within two weeks, in accordance with Article 37 of Decree-Law No. 2023-10 on the organisation of the legislative elections.
