MINTTICS Unveils Strategic Communication Plan to Combat Vandalism of Public Property

Luanda: The Ministry of Telecommunications, Information Technologies and Social Communication (MINTTICS) presented a Communication Plan aimed at raising public awareness against vandalism of public goods and services. The initiative emphasizes behavioral change and strengthening reporting, focusing on preserving public heritage.

According to Angola Press News Agency, the plan was introduced by Joo Demba, the national director of Information and Institutional Communication of MINTTICS, during the Colloquium on Measures to Prevent and Combat Vandalism of Public Goods and Services. This event was promoted by the Military House of the President of the Republic. Joo Demba explained that the initiative is structured into four strategic axes and aligns with the Executive's National Institutional Communication Plan for 2024-2027.

The first strategic axis involves mass communication through television, radio, newspapers, and advertising. This aims to ensure message retention over the medium and long term, positively influencing citizens' behavior. The second axis involves a media plan that includes journalistic content such as interviews, reports, analysis programs, and debates. It focuses on raising collective awareness about the importance of conserving public goods with an immediate and short-term impact.

The third axis emphasizes digital platforms, leveraging the internet and social networks. This approach combines traditional media content with new strategies and digital influencers to enhance message reach and effectiveness. The fourth axis favors direct communication, engaging churches, social groups, and encouraging reporting, thereby reinforcing community roles in preventing vandalism.

Joo Demba highlighted the plan's advocacy and community engagement components, stressing the need for societal mobilization to foster a culture of public asset preservation. Among the measures, the significance of the 113 reporting channel was emphasized, serving as a crucial tool for rapid authority intervention against vandalism acts.

Additionally, the plan identifies specific target audiences, tailoring messages to their characteristics to maximize action impact and ensure effective behavior change nationwide.
