Luanda: Eleven birth registration posts were rehabilitated in 2025 in the province of Bi©, and another 13 are in the conclusive stage in Huambo province, as part of the components of the Angolan Government's "Njila" project, ANGOP learned. The Njila project regional director for Huambo and Bi©, Hil¡ria Macedo Chipindo, stated that this is stage III of the project, which aims to expand birth registration and issuance of the Identity Card, under the responsibility of the Ministry of Justice and Human Rights.
According to Angola Press News Agency, the 11 stations in Bi© have already been equipped, with five of them operational since August 2025, predominantly located in mother and child centers. Additionally, registration shops are being identified for rehabilitation in the municipalities of Ecunha (Huambo) and Chitembo (Bi©).
Mass campaigns for birth registration and ID issuance took place in 2025 in the municipality of Huambo, specifically in the neighborhoods of Lufefena, Casseques 1, 2, and 3, Bel©m, and Dango, benefiting over two thousand five hundred people. In Cuito (Bi©), the initiative reached more than two thousand eight hundred individuals, mostly those aged 13 and over.
Hil¡ria Macedo Chipindo noted that 18 training actions were conducted in 2025, in collaboration with the National School of Administration and Public Policies (ENAPP), aiming to strengthen institutional capacity with municipal administrations. This included training for the institution's technicians and members of the Municipal Budget Technical Committee and the Social Hearing Council.
Internally, over 1,600 residents were trained in Huambo and Bi©, focusing on mitigating issues related to environmental and social concerns, harassment, sexual abuse, and domestic violence. Seven development support expenditure projects were financed and executed until December 2025 for Huambo and Bi©, involving the acquisition of IT equipment, application of toponymy signs, and equipping a municipal administration.
The official revealed that six other public investment projects are registered in the two provinces, pending only financial execution. These projects aim to rehabilitate and expand municipal administrations, communal directorates, and a school. By 2026, a greater number of projects are anticipated, with 31 in Huambo and 36 in Bi©, focusing on the rehabilitation and construction of access roads, health centers, administrative residences, medical posts, and schools, along with acquiring lightning rods, basic sanitation equipment, and ambulances.
The "Njila" project spans 12 municipalities in Huambo, including Alto-Hama, Bailundo, Bimbe, Ca¡la, Cachiungo, Chicala-Cholohanga, Cuima, Huambo, Galanga, Londuimbali, Sambo, and Mungo. In Bi©, the project covers 13 municipalities: Andulo, Catabola, Camacupa, Chinguar, Calussinga, Chicala, Camb¡ndua, Chipeta, Cuito, Lºbia, Nhareia, Mpulu, and Ringoma.
Financed by 250 million dollars from the World Bank, the project is coordinated by the Ministry of Territorial Administration and supported by the ministries of Finance, Justice and Human Rights, Public Works, Urban Planning and Housing, and Public Administration, Labor and Social Security. Launched in 2023, the initiative is being implemented in eight provinces of the country, including Benguela, Bi©, Cuanza-Sul, Cunene, Huambo, Hula, Luanda, and Uge, covering a total of 53 municipalities.
