Substitute primary school teachers protest to demand recruitment


Dozens of substitute primary school teachers held a protest rally in front of the Ministry of Education on Wednesday, demanding that they be recruited and integrated into the teaching profession.

The coordinator of the substitute primary school teachers, Wafa Dalensi, met with Minister of Education, Saloua Abassi, to present the grievances of the protesting teachers and to receive answers to their demands.

The Minister of Education stressed that this issue is being studied and that a list of substitute teachers to be recruited will be announced in mid-May,’ Dalensi told TAP.

‘Substitute teachers have been living in uncertainty for several years because their situation has not been regularised,’ she added.

Dalensi said substitute teachers would stage a protest on May 16, if the Ministry of Education did not announce the recruitment of the first tranche of teachers.

Secretary of State for Foreign Affairs holds teleconference with heads of Tunisian consular missions


Tunis: Secretary of State to the Minister of Foreign Affairs, Migration and Tunisians Abroad, Mounir Benrjiba, held a teleconference on Wednesday with the heads of consular missions.

According to a statement issued by the Ministry of Foreign Affairs, the meeting came within the framework of the follow-up of work related to the provision of administrative services to the Tunisian community abroad.

The Minister stressed the need to step up efforts to ensure the best conditions for the summer return in terms of the quality and timeliness of the services provided, in particular the renewal of passports, as well as greater attention to the community at the maritime transit points of Genoa, Rome, Marseille, Salerno and Palermo.

This is in addition to continuing to pay full attention to all segments of the Tunisian community abroad, including families, students, professionals and new generations, according to the same source.

At the beginning of the meeting, he recalled the measures taken and asked the heads of
consular missions to inform the community.

This meeting follows two ministerial working sessions held on April 22 and 23, chaired by the Prime Minister in the presence of a number of ministers and members of the government, to discuss the issue of renewing passports for the community and preparing for the return of Tunisians abroad this summer, he noted.

For their part, the heads of consular missions expressed their willingness to do their utmost to provide quality consular services and the best conditions for the return of the Tunisian community to their homeland.

Ferry service to Djerba island suspended due to strong winds


MEDENINE: The ferry service from the island of Djerba to El Jorf was suspended on Wednesday due to strong winds, announced regional deputy director of equipment in Medenine Farhat Laarayedh.

Ferry traffic was reduced to a single shuttle to transport pupils from the Ajim-Djerba high school to El Jorf, as well as vehicles waiting to return to Ajim on the same ferry.

The process of entering and leaving the island of Djerba will be restricted to the use of the Roman road joining Djerba and Zarzis, he explained, adding that ferry traffic will be resumed once the weather conditions improve.

Foreign Minister meets Italian-Tunisian writer and professor at Manouba University Alfonso Campisi


Tunis: Minister of Foreign Affairs, Migration and Tunisians Abroad, Nabil Ammar, met on Wednesday with Alfonso Campisi, an Italian-Tunisian writer and professor at the University of Manouba, who presented him with his latest publication on migration from Sicily to Tunisia between the 19th and 20th centuries.

The meeting comes within the framework of supporting cultural communication and recognising the importance of the role of cultural diplomacy as a tributary of Tunisian diplomacy, according to a statement issued by the Ministry of Foreign Affairs.

During the meeting, the Minister highlighted the depth and tradition of Tunisian-Italian cultural relations, noting that the intertwining of the two cultures is an interesting model that will serve to support and strengthen relations between the peoples of the two countries.

He explained that Tunisia, as an Arab country with its cultural, linguistic and religious reserves, is not complex and is open to all European peoples and cultures, especially Italy, which
it considers one of its closest partners because of their common cultural affinities.

For his part, the Italian-Tunisian writer and academic expressed his pleasure at this meeting. He said that Tunisia had a very special place in his heart. He recalled his family’s migration from Sicily to Tunisia since 1830 and the peaceful coexistence of Sicilians and Tunisians, which led to the establishment of strong cultural and social ties. He said that a member of his family had been forced to leave Tunisia in 1943 for supporting the Tunisians’ struggle against the colonialists.

Campisi said he would continue his research and writing to promote Tunisia and the value of its people, who accept and respect all other cultures and religions, and who are steeped in an open and tolerant Islamic religion. He also said that he was looking for ways to establish the guarantee of equality between Tunisian and Italian students in the framework of scientific exchange programmes.

He also expressed his willingness to participate in
the event to be organised by the Ministry in the framework of Tunisia’s presidency of the International Organisation of the Francophonie.

Communication Authority Cracks Down On PSVs Offering Illegal Courier Services


Public Service Vehicles (PSV) and e-commerce companies operating courier services without a license from the Communications Authority of Kenya have been warned that action will be taken against them.

This is after CAK Director General David Mugonyi issued a notice stating that operating courier services without the necessary license from the Communication Authority is a violation of the law.

‘The Authority has noticed that several unauthorised public service vehicle (PSV) Saccos and e-commerce platforms are providing courier services without the necessary license from the Authority.’

‘Any person that is found to be in violation of the provisions outlined in Section 49 of the Kenya Information and Communications Act, 1998, is guilty of an offence and may face penalties or fines amounting to Sh300,000 or imprisonment for a maximum of one year or both upon being convicted,’ stated Mr Mugonyi.

Mugonyi advised the public to only use postal and courier services from licensed operators in order to guarantee the
security of their belongings, adding that the approach would also help the public minimise additional risks associated with using unauthorised service providers.

He further instructed the public to verify the legitimacy of courier service providers by asking to see a valid compliance certificate issued by the authority.

‘Consumers can enjoy a secure and reliable service experience by choosing to support authorised operators, which in turn provides access to prescribed complaint resolution and compensation mechanisms,’ he said.

Mugonyi further stated that the Authority’s website provides a detailed list of licensed courier providers as well as information on the courier market structure and license administration framework.

He further noted that obtaining the necessary license from the authority and consistently following regulatory guidelines were crucial for operators to ensure compliance.

The move comes after CAK published a gazette notice in early April issuing a seven-day operating notice to six post
al courier companies, revealing that they would revoke the license upon lapse of the notice.

The courier operators are at risk of shutting down, despite providing services to major towns like Nairobi, Kiambu, Mombasa, Kakamega, Kisumu and Eldoret.

As of June 2021, there were 289 licensed courier operators, an increase from 263 in June 2019. Additionally, the number of private courier outlets grew from 788 in the financial year 2019-2020 to 901 in 2020-2021.

STEG to invest pound 266 million in Tunisian-Italian ELMED Interconnector Project


Tunis: The Tunisian Electricity and Gas Company (STEG) will mobilise an investment of around pound 266 million to complete the Tunisian-Italian Elmed Interconnector Project, according to Belhassan Chiboub, director general of electricity and renewable energy at the Ministry of Industry, Mines and Energy.

This investment, which concerns the Tunisian part, includes the laying of a 100 km submarine power cable at a cost of 125 million euros and the construction of a power station in the Mlaabi region in Menzel Temime (Nabeul governorate), at a cost of pound 141 million.

Speaking at a study day organised by the Assembly of People’s Representatives (ARP) on Wednesday to present the project, Chiboub added that STEG will mobilise additional investments worth $120 million to reinforce the national electricity network, which will be linked to the ElMED project.

Specifically, this will involve reinforcing the central transmission line between the north and the south, with a view to exporting electricity generated fr
om renewable sources in the south and transmitting it to the north-east of Tunisia.

To this end, high-voltage overhead lines will be constructed from Skhira to Kondar (197 km) and from Bouficha to Sousse (6.5 km), as well as conventional stations and electrical substations in these regions.

Chiboub said the total cost of the ElMED project is estimated at almost pound 840 million, of which pound 307 million will be provided by the European Union (EU) in the form of grants and almost pound 533 million will be shared equally by STEG and the Italian electricity grid company Terna.

he project consists of a direct current (DC) submarine power cable interconnection between the Partanna station in Sicily and the Mlaabi station, with a total length of about 220 kilometres (including about 200 km of submarine cable) and a capacity of 600 megawatts (MW).

The cable will be owned by STEG and Terna, the companies that manage the two countries’ electricity grids.

Preliminary studies for the project have been carried ou
t during 2021-2023, financed partly by a World Bank (WB) grant/loan and partly by self-financing.

Two financing agreements have been signed with the WB (for the Menzel Temime station) and with the Green Climate Fund (GCF).

The project will also be financed by loans from European lenders, namely the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and the German Bank for Reconstruction and Development (KFW).

Mohamed Naceur Braham, Director General for Economic Sectors at the Ministry of Economy and Planning, stressed that the ELMED project is of strategic importance for Tunisia and STEG.

This project will contribute to Tunisia’s energy security by diversifying its sources of electricity supply, especially as the electricity generated from renewable sources will be exported to Italy, he added.

He said the project is capable of reinforcing the energy transition and Tunisia’s energy independence (the average is estimated at 42% at the end of February 2023).

He adde
d that the interconnection will strengthen the diversification of electricity generation sources based on renewable energy and help reduce greenhouse gas emissions by up to 13.4 million tonnes of CO2.

Pre-trial detention of FTF president Wadie Jary extended by four months


Tunis: The examining magistrate at the Tunis Court of First Instance has extended the pre-trial detention of Wadie Jary, president of the Tunisian Football Federation (FTF), for another four months, court spokesman Mohamed Zitouna told TAP.

Jary was arrested in October last year following a complaint from the Ministry of Youth and Sport. A second detention order was issued against him last November for “mismanagement of public funds”.

Head of State meets Speakers of ARP and National Council of Regions and Districts


President Kaïs Saïed met on Wednesday evening at Carthage Palace with Speaker of the Assembly of People’s Representatives (ARP), Brahim Bouderbala, and Speaker of the National Council of Regions and Districts, Imed Derbali.

During the meeting, they discussed the general concepts of the draft organic law that will govern relations between the two chambers of parliament, as provided for in Article 75 of the Constitution, according to a statement from the Presidency of the Republic.

The President of the Republic congratulated Derbali on his election as Speaker of the National Council of Regions and Districts.

He stressed the importance of this constitutional institution, in cooperation with the Assembly of People’s Representatives, in achieving integration and strengthening the representation of citizens in the enactment of laws, especially in the economic and social fields.

Saied recalled that all political and electoral deadlines have been met since 25 July 2021, most recently the establishment of the Nati
onal Council of Regions and Districts, stressing that the political system established by the Constitution of 25 July 2022 is in harmony with the process that began on December 17, 2010 from the interior regions and culminated centrally.

In this regard, the Head of State said: “Those who were marginalised and waiting for decisions to be made centrally are now active and involved in the development of legislation that will allow them to realise their hopes and aspirations.”

Fourteenth Bio EXPO organic farming fair to be held April 25-27 in Tunis


Tunis: The fourteenth edition of the Bio EXPO organic farming and agri-food fair will take place in Tunis, from April 25 to 27, with the participation of 100 exhibitors from Tunisia, Algeria, Saudi Arabia, France, and Italy.

The event, organised in cooperation with the Ministry of Agriculture, Water Resources, and Fisheries, will feature awareness workshops for children on the importance of organic food, the fair director, Lamia Oueslati said in an interview with TAP.

The programme also includes the 3rd edition of the international competition for the selection of the best organic olive oil and extra virgin olive oil with the participation of more than 21 products from Tunisia, Saudi Arabia, and Algeria under the supervision of an international jury.

Oueslati indicated that various organic products such as olives, honey, dates, dried fruits, “Harissa”, and couscous, as well as cosmetic products such as prickly pear oil and others, will be on display.

The Fair director stressed that exhibitors will present
certified organic products as well as other products in the process of certification.

She noted that organic agricultural products are available in the domestic market and commercial spaces. According to her, the limited production of some organic products explains their relatively high prices.

In this context, she called for support to this promising sector in terms of exports, in addition to its health benefits.

Export earnings from organic products increased by 65% in 2023 compared to 2022, due to a rise of around 72% in the value of organic oils exported in 2023, Oueslati indicated.
